E-Invoicing in Portugal

"Electronic invoicing in Portugal is regulated by the Portuguese tax authority and is becoming increasingly important in business transactions. Since April 2019, public institutions have been obliged to receive and process electronic invoices. Companies must qualified electronic invoices (QES) using certified software approved by the Portuguese tax authority. Invoices can be submitted via the central platform Fatura Eletrónica (FE-AP) carried out by the Entidade de Serviços Partilhados da Ministração Pública (eSPap) is provided.

2021: Large companies must issue electronic invoices to public contracting authorities.

2022: Small and micro-enterprises had to issue electronic invoices to public contracting authorities.

2026: Planned introduction of the general obligation for the B2B sector.

The e-invoice primarily covers Business-to-Government (B2G) and Business to Business (B2B) transactions.

UBL 2.1 CIUS-PT and CEFACT CIUS-PT-Format.

Electronic signature

Electronic signatures are mandatory.

Archiving

E-invoices must 10 years long be archived.
