E-Invoicing in Rwanda

In Rwanda, electronic invoicing has been 2022 mandatory and is carried out by the Rwanda Revenue Authority (RRA) Companies are obliged to issue their invoices exclusively through the government-certified invoicing system. For this purpose, so-called Electronic Billing Machines (EBM) that allow the issuing of e-invoices. This measure is designed to combat the shadow economy and improve tax transparency. The introduction of the e-invoicing system also makes it easier to monitor transactions and comply with tax obligations.

2020: Start of mandatory use of the EBM v2 system for all registered companies.

2022: Launch of a fully digitalized e-invoicing system that complies with the requirements of the Rwanda Revenue Authority (RRA). Companies are now required to report every transaction through the platform.
