E-Invoicing in Malta

E-invoices are mandatory in the B2G sector!

The Maltese government has EU Directive 2014/55/EU on electronic invoicing. This obliges central, regional and local authorities to receive and process electronic invoices. Currently, Malta has no central eInvoicing platformHowever, the Ministry of Finance is working with the Malta Information Technology Agency (MITA) on the implementation of a Corporate Financial Management Solution (CFMS), which will enable the processing of electronic invoices within the central government. Malta plans to introduce the Peppol BIS Billing 3.0 Standards and will issue e-invoices via the Peppol eDeliverynetwork.

Timeframe

2018: Obligation for central, regional and local authorities to be able to receive and process e-invoices.

2018-2020: Integration of the Peppol BIS Billing 3.0 standard and establishment of access to the Peppol eDelivery network.

Electronic signatures are not mandatory.

Archiving

Movable goods: 6 years, or 11 years in total if the adjustment programme is applied (5-year adjustment period).

property: 6 years, if the adjustment rule applies a total of 26 years (20-year adjustment period).
