E-Invoicing in Serbia

Since January 1, 2023 In Serbia, there is a legal obligation for companies to issue electronic invoices. The Serbian government has set up the central platform SEF (Sistem Elektronskih Faktura) which serves as a mandatory interface for the exchange of electronic invoices. The aim of this regulation is to increase transparency in accounting, reduce tax evasion and make processes more efficient for companies. Companies operating in Serbia must now issue their invoices digitally via SEF which brings new demands on IT systems and business processes.

Timeframe

2022: All suppliers to the public administration must send their invoices electronically. Public contracting authorities must be able to receive, send and store electronic invoices.

2023: All companies must be able to receive, process and store e-invoices.

The e-invoice primarily covers Business-to-Government (B2G) and Business to Business (B2B) transactions.

UBL 2.1-Format.

Electronic signature

Electronic signatures are not mandatory.

Archiving

E-invoices must 10 years long be archived.
