For Bolivia, a phased implementation plan has been published, covering different groups of taxpayers. So far, ten groups have been published with the following timelines:
Group 1: December 2021
Group 2: August 2022
Group 3: 1 February 2023
Group 4: 1 February 2024
Group 5: 1 March 2024
Group 6: 1 April 2024
Group 7: 1 July 2024
Group 8: 1 October 2024
Group 9: 1 December 2024
Group 10: 1 February 2025
On the website of the Bolivian tax authority, obligated taxpayers are listed as groups with their Tax number (Número de Identificación Tributaria, NIT) listed.
applicability
The e-invoice primarily covers Business to Business (B2B) transactions.
format
The format for e-invoices in Bolivia is the XML 1.0 UTF-8 standard.
Electronic signature
An electronic or digital signature for electronic invoicing is only mandatory for online invoices. The invoice must also contain a QR code.
Archiving
Both the sender and the recipient are obliged to pay the invoices 5 years long to keep.
How e-invoicing works in Bolivia
First, the required data is extracted from the customer's ERP system and converted into the XML standard defined by the Tax Information Service (SIN). Various data validation methods are used to ensure that all required information is complete and correct.
In the next step, each electronic invoice will be digitally signed to ensure its authenticity and integrity. In addition, the taxpayer will manage the Unique Daily Invoicing Code (CUFD) and insert it into the invoices to properly declare them to the SIN.
Once the invoices have been validated by SIN, the documents are automatically sent to the recipients in the previously agreed format via secure and reliable communication channels such as private VAN, EDI gateway, HTTPS, SFTP, X400, OFTP, AS2 or AS4.
