A phased implementation plan has been published for Bolivia, covering various groups of taxpayers. Twelve groups have been published so far, with the following timelines:

Group 9: October 2025 (dispatch) / December 2024 (receipt)
Group 10: October 2025 (dispatch) / February 2025 (receipt)
Group 11: October 2025 (dispatch) / February 2025 (receipt)
Group 12: October 2025 (dispatch) / March 2025 (receipt)
On the website of the Bolivian tax authority, obligated taxpayers are listed as groups with their Tax number (Número de Identificación Tributaria, NIT) listed.

The e-invoice primarily covers Business to Business (B2B) transactions.
format
XML 1.0 UTF-8 standard-Format.
Electronic signature
Electronic signatures are mandatory. The invoice must also include a QR code contain.
Archiving
E-invoices must 10 years long be archived.
How e-invoicing works in Bolivia
First, the required data is extracted from the customer's ERP system and converted into the XML standard defined by the Tax Information Service (SIN). Various data validation methods are used to ensure that all required information is complete and correct.
In the next step, each electronic invoice will be digitally signed to ensure its authenticity and integrity. In addition, the taxpayer will manage the Unique Daily Invoicing Code (CUFD) and insert it into the invoices to properly declare them to the SIN.

Once the invoices have been validated by SIN, the documents are automatically sent to the recipients in the previously agreed format via secure and reliable communication channels such as private VAN, EDI gateway, HTTPS, SFTP, X400, OFTP, AS2 or AS4.
