E-Invoicing in Finland

​Finland is one of the pioneers of electronic invoicing and has already developed its own national formats such as Finvoice and TEAPPSXML developed. For sending e-invoices to public contracting authorities, the preferred Peppol network used. Since 2010 Finnish public institutions accept e-invoices from suppliers, and in February 2019 A law was passed requiring public bodies to only accept electronic invoices whose data content complies with the semantic data model of the European standard. There are currently no obligations for the B2B sector.

2010: Public bodies accept e-invoices on a voluntary basis.

2017: Introduction of the Peppol network in Finland for international standardization.

2019: Legislative decision on the mandatory acceptance of e-invoices by public contracting authorities.

2020: Public institutions must accept electronic invoices provided they comply with the EU standard.

applicability

The e-invoice primarily covers Business-to-Government (B2G) and Business to Business (B2B) transactions.

format

TEAPPSXML 3.0 and Finvoice 3.0 Format.

Electronic signature

Electronic signatures are not mandatory.

Archiving

E-invoices must 7 years long be archived.
