E-Invoicing in Luxembourg

Luxembourg has gradually introduced electronic invoicing to meet the requirements of the EU Directive 2014/55/EU and promote the digitalisation of public procurement. Public authorities have been using electronic invoices for 2019 and from March 18, 2023 Electronic invoicing is also mandatory for all invoices to public institutions. Companies and public administrations use the Peppol eDelivery networkto ensure seamless and secure communication.

schedule

2019: Obligation to use electronic invoices for public authorities at the central government level.

2020: Obligation to use electronic invoices for local government authorities (primarily municipalities).

2022: Obligation to use electronic invoices for the first suppliers of the public administration.

May 18, 2022: large companies

October 18, 2022: medium-sized companies

March 18, 2023: small and newly founded companies

applicability

E-invoices primarily cover Business-to-Government (B2G) and Business to Business (B2B) transactions.

format

PEPPOL UP TO 3.0, XML UBL or XML UN/CEFACT CII-Format.

Electronic signature

Electronic signatures are not mandatory.

Archiving

E-invoices must 10 years be archived.
